Kvalitetsreformen. Bedre velfærd og større arbejdsglæde - og hvad der skete på Bornholm

Abstract: In this dissertation, which is the final part of a Master-degree in Public Administration at the Copenhagen Business School, we analyze the processes in the Danish “Reform of Quality”. The Danish government launched the reform in August 2006 as the government’s strategy to create “high quality in the public sector – creating better welfare and joy of working”. Not only the political parties in Parliament but also a range of organizations were invited to take part in the reform-work – among them the National organization of Municipalities (KL) and the trade unions representing those, who work in the public sector (LO / FTF / AC). Even all danes were invited to take part in the process by meeting ministers and others around the country in the winter and spring of 2007. The reform-work took place in the following year - and in this year there were several threats and crisis to the Reform. We analyze the way this crisis were handled, and how the Government successfully included KL and LO/FTF/AC in a powerful triangle to ensure the further implementation of the more than 180 initiatives in the “Reform of Quality”. In a case-study concerning the care of elderly at Bornholm we analyze, how some of the initiatives in the “Reform of Quality” are implemented locally – and how a cooperation between management and employed in the sector has been established to drive the initiatives of the reform. Our analysis are theoretically founded on new-institutionalism with a strong path-dependency in the reform-programme and on the Actors-Network-Theory, which offers great help in analyzing ongoing processes including participants with different goals. From the ANT-point-of-view the dissertation concludes, that the “Reform of Quality” fulfils its tasks and includes all the major actors in the ongoing implementation of the many initiatives which are linked to the reform-programme. From the path-dependent point-of-view the “Reform of Quality” is until now the latest pearl in the Governments string of reforms based on New Public Management since 2001.
