Abstract: This thesis analyses the use and implementation of internal contractual agreements between the administration of the City of Copenhagen, the Cultural and Leisure Department, and five individual community cultural institutions including the Museum of Copenhagen, the Nikolaj Art Gallery and three culture houses (community centres). The question we raise is whether internal contractual agreements are use as theoretically intended or only as pretence. The thesis draws a threefold theoretical approach to the use of internal contracts; a perspective of legitimacy inspired by Mark C. Suchman´s theory, and two theories from a New Institutional Economic perspective; the Principal and Agent theory by George Akerlof and the theory of Transaction Cost by Oliver Williamson. Abstract: This Study analyses the strategic choices and the transformation and decision making processes as foundation for he Defence Agree- ment 2005 -2009, , which caused the greatest Reform of the Royal Danish Defence Forces since the Second World War. The study concludes among several aspects that: * The strategic choices concerning the Transformation, which were taken by the Chief of Defence Denmark were caused by four identified pressures for organisational change combined with a internal realization process, * The Study shows a change in the overall strategic understanding from a clear classic perspective to a more systemic perspective with indications from the evolutionary and processual perspective. * The Study also shows, that the introduction of the "Bare field philosophy” by the Chief of Defence Denmark before the political scene was set was of great importance for the survival of the strategy and the implementation in the Transformation process. Abstract: På baggrund af vores interesse for patientforløb på tværs af afdelinger er vi blevet inspireret af implementeringen af Diagnosepakker på Vejle Sygehus. Vores empiri er hentet gennem interviews og litteraturstudier. Ved hjælp af teori om Aktør * Netværk og Institutionalisme, sættes fokus på oversættelsesprocessen hvorigennem implementering foregår. Vi har søgt at afdække de ledelsesmæssige udfordringer, i forhold til at medinddrage de fagprofessionelle som engagerede aktører i udarbejdelsen af standardiserede patientforløb. Vi finder at ildsjæle har væsentlig betydning for implementeringsprocessen kombineret med den ledelsesmæssige opmærksomhed. Samtidig er det væsentligt at forløbet og udfaldet, afhænger af de aktører som deltager i processen. Vi afslutter med nogle forslag til hvilken viden vi kan overføre til egen organisation. Abstract: Masteren ser nærmere på hvordan en organisation i krise sætter strategier for at løse sin krise, og hvilken sammenhæng der kan ses mellem krisen og de valgte strategier. Der gås et lag dybere ved også at se på hvorledes der kunne være anvendt alternative strategier for løsning af krisen, og hvad det kan betyde for organisationen. Det bliver undersøgt, hvordan ledelsesformer som ?vision management? og ?Balanced Scorecard?, kan appliceres på organisationen, ligesom en ny ledelsesform tillids¬baseret ledelse analyseres i forhold til organisationen. Abstract: Ved en sammenligning af to hospitalers operationsafdelinger er der undersøgt hvilke fortællinger, der fremkommer ved indførsel af benchmarking og hvilken betydning den narrative struktur på afdelingerne har for meningsskabelsen hos ledere og medarbejdere. Der belyses tillige hvilke typer af New Public Management elementer, der benyttes i forhold til afdelingernes meningsskabelse. Undersøgelsen viste, at den i forvejen bestående selvopfattelse var altafgørende for hvordan man præsenterede sine egne resultater og sig selv for omverdenen. Ledelsernes lancering, implementering og engagement havde altafgørende betydning. Branding/meningsskabelse betyder mere end absolutte tal, både internt og eksternt. Abstract: Denne afhandling tager sit udgangspunkt i tre sociale systemer i sundhedsvæsenet: politikere, borgere og læger. Vi undersøger, hvilke nye sprogkoder der er indført i sundhedsloven og på hvordan henholdsvis borgere og læger forholder sig til disse. I et Luhmannsk perspektiv identificerer vi blindheder i og mellem de sociale systemer. Vi finder, at blindheder eksisterer og er uundgåelige, men også at de bidrager til fredelig sameksistens. Abstract: I 2006 tog den danske regering en række initiativer med den hensigt at positionere Danmark i relation til globaliseringen. Et af initiativerne har fokus på efteruddannelse af voksne. Hensigten med afhandling er at undersøge, hvordan den offentlige organisation håndterer udfordringerne i forbindelse med nyttiggørelse af efteruddannelse i krydspresset mellem samfundets forventninger og senmodernitetens individualiseringstendens. Afhandlingens analysestrategiske sigte er først og fremmest at beskrive efteruddannelse i et historisk institutionelt perspektiv, hvor der abonneres på Douglass North’s institutionelle teori. Dernæst anvendes modernitetsteorier, med det formål at iagttage de dynamiske kræfter og pres som samfundet i senmoderniteten er karakteriseret ved, og som har betydning for institutionen efteruddannelse. Af modernitetsteoretikere trækkes på Giddens, Bauman, Senneth og Honneth. Endelig fokuseres på, hvordan den offentlige organisation forsøger at håndtere de ovenfor nævnte pres ved hjælp af endnu en institutionel analyse baseret på W. R. Scotts teori. Afhandlingen konkluderer, at den offentlige organisation ikke forholder sig aktivt til nyttiggørelse af efteruddannelse i relation til enkeltindividet, og der ligger derfor et strategisk potentiale for den offentlige organisation, hvis denne skal klare sig fremadrettet i globaliseringsprocessen URI: http://hdl.handle.net/10417/163 Files in this item: 1

Abstract: During the last 20 to 25 years the influence of New Public Management has brought the Danish public and the public managers enormous changes in there way to perform lead-ership. Inside contracts, which are setting the latitude, have over the last 10 years, become an essential instrument for the public managers working in the Danish Civil Service. The inside contract sets the agenda for the politicians’ expectations of how public man-gers execute their responsibilities. The consequence of this practice for managers in the Civil Service is, so far, an under-exposed research area. This master thesis will focus on the interim consequences using inside contracts in two different Danish public institutions – The National Social Appeals Board and The State Museum of Art. Both institutions have – one way or another – implicated inside con-tracts as an instrument for leadership. Specifically the thesis pursues this problem: "Which latitude of action has been established by management with for-mal inside contracts, and how will the public managers act within the in-stalled room for management" The thesis has following hypothesis: - The latitude for the public managers is under influence of management tool – formal inside contracts - The latitude for the public managers is under influence of institutional conditions - The legitimation, which is given by the contract, is built by hypocrisy The thesis concludes that the modernisation of the public sector and the installation of formal inside contracts lead into different results depending on how the organizations is adopting the inside contracts. The thesis also concludes that the work by public managers depends on the institutional conditions in the public institutions, and in order to legitimate use of contract admini-stration hypocrisy could the answer. Konditionering af ledelsesrummet i CVU StorkøbenhavnJeppesen, Alice; Schiødt, Peter (, 2007)[More information][Less information]
Abstract: This dissertation addresses conditions of leadership in CVU Storkøbenhavn, established and accredited during 2005-2006 as a University College for education of teachers and kindergarten teachers. CVU Storkøbenhavn is organized in nine divisions, including departments for in-service education and for research and development within pedagogical education. Currently 7.000 students are enrolled. As a consequence of political initiatives and new legislation in Denmark in the period from 1998 to 2006, the conditions of leadership have changed in the University College sector. A period of mergers and accreditation of these organisations from 2004 to 2006 is, as a consequence of political agreements made in November 2006, to be followed by new mergers into larger units beginning in 2007. These changes will probably mean the end of CVU Storkøbenhavn as an organization, and a fusion of its divisions into what is to be called a Professionshøjskole of 11.000 students in Copenhagen is a likely result. The dissertation links the reforms within this sector to the Bologna process in the European Union initiated in 1999, from which visions of harmonisation through quality assurance are being carried through into Danish education policy. The demands for quality assurance have been reinforced in Denmark in the period, and from November 2006 there has been a radical change in the political methods for ensuring quality by connecting lack of performance to the possibility of losing the public subsidy. In April 2006 the management of CVU Storkøbenhavn made the decision of implementing a system of quality assurance, and this dissertation asks the question: How does a field of leadership emerge in CVU Storkøbenhavn from the decision of the organisations quality system, and how might this field be conditioned by aspects of institutional history of constitution, meaning and power? Through scientific methods from systemic and discourse theory, witch have been further developed in the last 10 years at the Copenhagen Business School, a set of analyses are carried out concerning the political and local discoursivations, decisions and institutionalisation of these decisions. After developing a strategy of analyses, the analyses begin by viewing the history of constitution of the CVU-sector in Denmark, and thereby also CVU Storkøbenhavn, through political and local speech acts or discoursivations [1], witch "tells the tales” of the future of the sector, and through political and local decisions, which institutionalises these. The second part of the analyses concerns the decision to implement the system of quality assurance in CVU Storkøbenhavn as constituting a local field of leadership. Through methods of systemic theory the decision is considered as constituting a field of meaning with dimensions of time (distinguishing between future possibilities and past experiences), sociality (with the distinction between us and them) and case (with the distinction between this and something else). Herby rationales of leadership emerge in terms of control, legitimacy and prevention. The final part of the analyses concerns the relations of power between the management and the academic staff, respectively CVU Storkøbenhavn and the supervising ministry of education and/or the government. By conditioning three aspects of relations of power, a local field of leadership emerges within the national administration of the sector. Locally, a discourse analyses of documents from 2004 shows a balance between the interests of the management and the academic staff. But it is an assumption of the dissertation, that this balance will be challenged by quality systems demands of taken in control of the central contribution of the organisation: educational services. Nationally, a discourse analyses of documents by CVU-rectors and boards and by the government and the Ministry of Education, respectively in the years 2005-2006 shows, that the means of the government in control is changing into a form, witch can be characterised– in the terms of Michel Foucault – as governmentality. That is, the government’s way of setting control is through changing the mentality of divisions and employees. In conclusion the field of leadership in CVU Storkøbenhavn is viewed upon as emerging as: A local field of meaning, made possible by the constitutional history, but given direction by the managements’ discoursivation in 2004 of a common vision for the future of the organisation. A threat to the local balance of power through the demands of the quality system and by the governmentality, both introduced in 2006. A national and European horizon of new forms of organisations and of quality control. In the end, the results of the dissertation raise the question: Will the new methods of control be spread into the Danish public sector as a whole, and by doing so changing the administrative conditions into something similar to those known from the private enterprises? Abstract: Masterafhandlingen tager udgangspunkt i nogle skelsættende begivenheder der udspandt sig i Danmark i sommeren 2002. Et kollektiv af aktører uden for VK-regeringens midte satte en dynamisk skiftende, men vedholdende politisk dagsorden, som resulterede i den største politisk administrative reform af den danske offentlige sektor i mere end 30 år, strukturreformen. Med strukturreformen som case viser vi i første del af afhandlingen, hvorledes den politiske beslutningsproces tidvis styres og påvirkes af andre aktører, end dem som ifølge Grundloven og den parlamentariske styringskæde er de konstitutionelt set retmæssige beslutningstagere. Det gælder selv for en regering, der hviler på et stærkt kontraktpolitisk vælgermandat. I anden del af afhandlingen ser vi, ligeledes i et kontraktpolitisk perspektiv, nærmere på en række tilsyneladende modsætningsforhold mellem strukturreformens tilblivelsesproces og overordnede resultat og de holdninger og værdier, som den borgerlig liberale regering står for. Endelig fokuserer vi i afhandlingens 3. del på den egentlige årsag til, at regeringen sætter sig i spidsen for en proces, der i løbet af kort tid leder frem til gennemførelsen af en gennemgribende reform. Abstract: Denne masterafhandling på Master of Health Management (MHM) beskæftiger sig med et højaktuelt emne i det danske sundhedsvæsen, nemlig akkreditering. Den Danske Kvalitetsmodel for Sundhedsvæsenet indebærer, at akkreditering inden for de kommende 2 år bliver en realitet for alle landets sygehuse. Rigtig mange ledere og medarbejdere i alle dele af sygehusvæsenet er allerede nu langt inde i forberedelserne. Akkreditering fremstilles som metode til kvalitetssikring og -udvikling, og det ville naturligvis have været interessant at studere, hvorvidt metoden nu også kan leve op til det den lover. Abstract: This thesis is dealing with the proposal COM(2005)592 on liability for carriers of passengers by sea and inland waterways. The thesis examines which effect the rules of proposal regarding strict liability, obligatory insurance and the rule of pro memoria will have on chapter 15 of the Danish maritime law. The liability rules under examination are mainly based on the proposal, the Danish maritime law, and the law of tort. However, the proposal seeks to implement the Athen-Convention of 2002 through the Community Law, which therefore will require that we look into some of the articles of the Athen-convention for the purpose to enhancing the dilemma. In addition, the EC Treaty will be mentioned, however, the provisions will not be analysed. The relationship between carriers and passenger will experience radical changes. The liability rules changes from negligence to strict liability. The global limitations will be changes improving the sanction possibilities and helping the passengers to claim upon there loss. Furthermore, it is examined whether the law of liability constitutes economic optimal deterrence. Theoretically optimal law regulations are found by examining whether the law imposes an efficient behaviour, which leads to an acceptable social welfare condition. Additionally, it is measured how the efficiency of the liability rules, can be altered by changing the presumptions, concerning the information relating to the carriers level of activity and level of care. According to the economic theory information should only be obtained when this is socially optimal. What's more, it is analysed whether changing the presumptions, treading the transport (service) as being "durable” instead of "non-durable” could lead to an inefficient scenario. Finally, it is considered whether the proposal is an optimal solution. The results are found through reviewing IMO’s guidelines & the Green Paper COM(2005)275. In general, IMO & the Green Paper requires that the law on maritime legislation should be articulated so it enhances safety, stability and quality. Abstract: If management is communication, giving the different perceptions of how one can fathom the concept of communication a closer look becomes interesting in the context of change management and change communication in a local government reform. Denmark has recently gone through a widescale local government reform changing the number of municipalities from 271 to 98. During this reform focus has been on management and communication, and this is thus the focus of this thesis. The overall focus lies on the main concepts: communication, change and organisation. The point of departure for the thesis is a description of the different perceptions of communication. Hereafter two frequently used and representative means of communication in regards to change management literature are analyzed using Michel Foucault’s concept of governmentality. The analysis shows that these two management approaches use a hermeneutic perception of communication and the challenges this entails. This analysis is followed by a similar analysis of how the leaders of Silkeborg municipality have used this approach to communicate their new mission, vision and set of values for the post‐reform municipality. The aim of the two analyses is to shed light on how management literature is shaping the ways to govern by its perception of communication and how this is seen in practice. Thirdly the thesis shows another and radically different approach to communication in the field of management; Niklas Luhmann’s perception of communication. The aim is to show that by perceiving communication from this perspective, other areas of management becomes important and this insight might give municipal leaders other means to tackle the challenge that is communicating a fusion. The conclusion is that using a hermeneutic approach to communication, you assume that communication is possible and doable, and that you can communicate a message from the top and downwards in an organisation and thus change the behaviour of others. By using Niklas Luhmann’s perspective you can prepare yourself as a leader to the possibility that your message might not come across the way you wanted it to, and perhaps does not come across at all. Abstract: The research proposal of this master thesis about the welfare reform as a determinant of the relation between state and individual arose from an observation of the reforms that have changed the structure of the state and the welfare society over the past few years. The reforms can be seen as political and administrative directives by which a welfare society in transition works. A transition through which the limits of unity of the state as well as the picture of the individuals who live in and work for society, change. Because of the reforms the government appears to be the leader of changes in a governmentalized competitive society. The welfare reform of the year 2006 is a part of this dynamic process. The first analysis of how the government makes individuals responsible, illustrated a polyphonic approach to this responsibilitation. The analysis shows how the government was aiming wide when it was steering for the individualized co-workers through a differentiated transformatic individualization process. An individualization process with an utilitarian aim in which the government can set the limit for maximation and minimation of the people and the government's strength. The other analysis shows a relation between a dominating welfare reform discourse and an oppositional discourse. The project of the oppositional discourse can be seen as a critical reflexive project with the goal of influencing the political-economical rationality of the dominating discourse. The opposition can be seen as an attempt to define and organize complex political tendencies in a constitution as a political movement with a social and joint foundation where the individual is seen as a social co-citizen. Thus can the battle between discourse and oppositional discourse in the welfare reform be seen as an ideological battle for the rationality of the welfare reform. The welfare reform is the story of a dialectical determinant relation between individual and state where the constitution of the welfare reform's governmental object, the individual, is also a constitution of the state. The welfare reform can be seen as an example of the uniting of knowledge and power in an attempt to increase the chances for certain individuals to rise. Abstract: This dissertation address, in a systems theory second order observation perspective, how dialogue can be observed through play. How play in organizations is assigned organizational functions and thus can be seen as modern steering technologies. The main question raised is: How does play organize dialogue as organizational practice? Play is articulated in many ways. Play is not a unique size; the threshold for judging play is very much an empirical question. Based on Johan Huizinga and Gregory Bateson, an opinion on how the form of play can be observed is given. In summary the form of play is defined as: ‘the acts we now engage in, does not denote, what these acts, these acts denotes, would denote / the acts we now engage in, denotes, what these acts denotes, would denote. It is pointed out how play sets a horizon of expectations such as: fun, seriousness, surrounding, voluntary, 'as if' and limited in time and space. It is shown how dialougegames organizes dialogue through their gametechnologies. The playing dialogue, is not the same as dialogue outside of the games. By instituting distinctions that can be reduced, the playing dialogue communicates: openness, freedom, balanced, focused, reflected and without consequence. By doing this, the games marks experience and removes action (consequence) from the dialogue. It is pointed out that playing dialogue has a risk of becoming doublebinded. That is that participants can find them self in a position where they neither can say yes nor no. If they say yes, they may have to exceed their own personal limits and give more of themselves than they are comfortable with. If they say no, they will be told that it is just game! Dialoguegames as steeringtechnologies provides the opportunity to manage dialogue that is not normally manageable. With the technologies organizations can decide when to play dialogue, who should play and about what they play. Dialoguegames as technologies manage to create dialogue across borders, both by being able to include participants from different (usually not manageable) systems and by playing with the participants limits of personality. In this way the playing dialogue creates new meaningful steering relations. This would not be possible without power being invisible behind the form of play. The modern power steps forward as withdrawal and invisibilizing of power, placed in the technologies and hidden behind the intention of empowerment. The dissertation concludes that play organizes dialogue as organizational practice because the playing dialogue has influence on the social practice of the participants. Whether the playing dialogue afterwards is referred to as play or decision, the dialogue creates reflection and thereby recognition. The dialoguegames as steeringtechnologies also becomes part of the organizational practice because they become part of the organizations routines like other technologies. Abstract: The purpose of this master thesis is to investigate communication of the trade unions in order to explain why their legitimacy often is questioned in these years. The report is focusing on how self-descriptions of the trade unions influence legitimacy in society. The report is based on Niklas Luhmanns theory on social systems. Luhmann describes our society as functionally differentiated meaning that there is no longer one centre that represent the society as a whole – the society has become poly-centred. The society is characterized by discrepancies between different logics among which a fundamental consensus is no longer possible. It is in this perspective I intend to describe the challenge of lack of legitimacy for the trade unions. The report is analyzing the communications of two trade unions: 1) The first analyse focuses on the communication of the Danish trade union FOA - concerning their understanding of “Ny Løn”. This analyse gives a concrete example on how the traditional identity of trade unions is challenged, and how problems appear regarding the legitimacy in the polycentered society. 2) The second analyse is focusing on the communication of the umbrella organization LO and the statements of this organisation on renewal (New LO). The aim is to analyse different identities and to discuss the perspectives related to these different identities, regarding the trade unions legitimacy in the polycentered society. It is concluded that communication from FOA regarding “Ny Løn” is an expression of legal semantics creating obvious tensions compared to other semantics concerning “Ny Løn”. This legal semantics create a very autonomous identity in FOA, as well as a certain understanding of the surroundings, which gives the trade union more problems with the polycentered society. The communications from LO on renewal gives at least 6 different understandings of the trade union and the surroundings. It can be seen that LO has different roles and these are often contradictive. Further, it is estimated that the trade union has to recognize these different roles and finally, it is discussed how the different statements can be combined in a better way in order to create a clear profile.
