Abstract: The purpose of this assignment is to assess what difference the daycare managers’ in-service training makes in the interaction with management technologies available in the management area in Herlev local authority. An analysis is made of what competences managers have attained via their in-service training with a starting point in the content of public management training and Knud Illeris’ competence concepts. Furthermore, interviews have been conducted with day care managers who have completed a diploma education in management. Also in this assignment, an analysis is made of which management technologies establish the formal framework within administrative management, personnel management, pedagogical management and strategic management in Herlev local authority and to what degree managers are regulated by these technologies in their practice of management. This analysis is carried out via interviews with day care managers, covering what difference . the managers’ newly acquired management competences make in the interaction with the formal management framework and via an assessment of the actual degrees of freedom within the individual management technologies. The analysis shows that managers’ in-service training has strengthened their personal management skills and they are more aware of their strengths and weaknesses. Managers are more reflective in their actions and this is expressed in the way they act in the practice of management. In connection with administrative management, the analysis shows that managers work more strategically and holistically in their managing of tasks. Managers work more reflectively, and on . a background of analytical deliberations and with a more critical approach to task management. . A difference can be seen in the way managers work with budgets and in the way they work with temp resources and holiday planning. In connection with personnel management, managers have become more aware of employees’ wellbeing and development together with the realization that drawing on employee competences is crucial to developing pedagogical practice. A difference can also be seen in the way managers conduct employee development interviews; more focus is placed on professional development. Managers work closely with the guidelines for in-service training and sick leave, and again a difference can be seen in the way managers work in these areas. In connection with pedagogical management, managers work in a more structured manner and are more framework-orientated in regard to how the pre-school teachers do their jobs. A major difference in the pedagogical practice is that managers set up frameworks and facilitate the pedagogical processes, thereby involving themselves more directly in the employees’ field of practice. In connection with strategic management, managers work with the pedagogical planning where overriding policies form the background for the development of pedagogical practice. Managers are aware that they are a part of a politically led organization, to which they can contribute and have an upward influence in the system, but the managers’ statements show that they do not utilize the management system described in the quality wheel. Managers’ personal management skills are key to the difference their in-service training has . in the interaction with management technologies used in the management area in Herlev local authority. Furthermore, managers’ personal management skills are key to how the individual manager can move the boundaries between the formal and informal management areas thus creating the opportunity to enhance their own practice of management.
