A wicked problem

Abstract: This master´s thesis is about the intersectoral cooperation under the auspices of The Health Agreement 2015 - 2018 - “Common about better health” in the region of Zealand. In this master´s thesis I have been particular interested in how The Health Agreement creates the framework for the cooperation between the actors in front in Solrød municipality and at Køge and Roskilde hospitals, respectively. On the basic of a network perspective I have sought to analyze, how the front actors construct their cooperation and how the actors under the given circumstances can meet the Health Agreement ´s overall vision to go from “them and us” to “we” in the efforts to construct coordinated and cohesive citizen/patient-courses. Therefore, I have based my problem statement in the following way: How do we create a cross-sectoral cooperation which enables the citizen/the patient at the centre, and which barriers I see in The Health Agreement for successfully being able to go from “us and them" to “we”? My analysis confirms that on the basis of both substantive, strategic and institutional uncertainties there are big challenges in the cooperation in relation to establish coordinated and cohesive citizen/ patient courses and that the actors under the given framework have difficulties in going from “us and them" to “we”. It is therefore of pivotal importance that there in the future is considerably more management focus on frontline actors and their conditions for inclusion in the network around the Health Agreement.
