dc.description.abstract How do we ensure it is the right tasks that are handled and prioritized in the public sector? This is a relevant question to ask, when I as head of a rehabilitation center in Solrød municipality must navigate between an increasing numbers of assignments. For all governance it is important there is an agreement on the organization's goals, so politicians, CEOs, managers and employees have the same focus. Niels Åkerstrøm Andersen argues using Luhmann's system theory, that organizations have gone from being homophone to be polyphonic. Andersen therefore questions how it is possible to find the organization's goals in a polyphonic organization with different social systems. Andersen describes that the social systems speaks in binary codes and are autopoietic and therefore closed around them self. The description of when the rehabilitation center is a success will therefore depend on the social system. From Luhmann's theory, it is interesting to analyze how different social systems perceive a rehabilitation center as a success. For how can you lead an organization, if there is no common understanding of when the business is successful? It is also interesting to analyze what happens when social systems meet each other, having different function systems, in order to analyze whether it is possible to communicate between the different systems? This master thesis examines how success is defined in different social systems and investigates what happens in the meeting between the systems. The analysis is based on three interviews with, respectively, a politician, a director and an employee from the organization. Moreover, there are obtained empirical data relating to a planning meeting and an intervention related to a meeting between the director and employees. The study shows, that the informants speak from several functional systems, but every social system has a preference. Policy's primary focus is satisfied/dissatisfied. This means, that politicians think the rehabilitation center is a success when citizens within the municipality are satisfied. The employees' primary function system is help/no help. Employees therefore think the rehabilitation center is a success when citizens get the right help. The director's primary function system is pay/no pay. Therefore, operating efficiency, focusing on what we will pay for and not pay for is central. en_US
